Construction Contracting

According to the Contract, the contracting items include piling work, steel structure, civil work, M&E installation, decoration and so on, and full charge over the project quality, safety, time period and cost.

The common procedure is : win the bidding and earn the qualification > handle the construction formalities > mobilization and review the shop drawing > formal commencement > acceptance of work

Cost Control
Quotation based on the provided shop drawing is reasonable;
Relatively precise Contract price before commencement is helpful for the owner to early control the whole cost;
Any change during construction phase can lead to compensation.
Schedule Control
Usually the bid should start only after the shop drawing is finished, which will prolong the starting point and time period, which is bad for schedule control. This is the biggest defect of construction general contracting, it limits the application of schedule control during the moments when the time schedule is tight
Quality Control
Whether a project quality is good or bad relies mostly on the choice of construction company and that company's managerial and technical standard. The Owner depends greatly on the construction company.
Contract Management
Owner only offers the bid for once, and sign the contract with only one company, it greatly reduces the workload of bidding and contract management.
Organization and Coordination
Owner is only responsible for the management and organization coordination of the contracted company, which reduces the workload.

In summary, instead of parallel contracting, general contracting largely reduces the workload of the owner to manage the contract and organization and coordination. However, it also leads to longer construction period and it is not beneficial for schedule control.

M&E installation, process equipment installation

According to the Contract, the M&E installation includes HV/LV distribution, substation, dynamic distribution system, lighting system, lightning protection and grounding system, telephone network system, door access system, CCTV monitoring system, fire alarm system, water supply and drainage system, fire hydrant system, sprinkling system, etc.

 

Decoration

According to the Contract, the decoration includes office, canteen restroom, locker room, suspended ceiling, floor, fire protection, central air conditioner, furniture. After the whole project is completed and delivered to the owner, contractor will maintain and repair the damaged facility such as HV/LV cabinet, air compressor, chiller, boiler, air conditioner, etc.
